ILO Elevates Palestine’s Status to "Non-Member Observer State"

(MENAFN) For the first time in fifty years, the International Labour Organization (ILO) has agreed to elevate Palestine’s standing from a "national liberation movement" to a "non-member observer state."

This decision was reached by consensus on Monday during the General Affairs Committee meeting of the 113th International Labour Conference held in Geneva. The resolution is set for formal adoption in the plenary session scheduled for Thursday.

This upgrade brings the ILO’s position in line with other UN bodies such as UNESCO and the WHO, following the UN General Assembly’s Resolution ES-10/23 from May 2024.

With the new status, Palestine gains broader rights within the ILO framework, including the ability to speak on every agenda item, propose initiatives, and take part in all meetings involving tripartite delegations. Additionally, Palestine will be entitled to nominate representatives to the Conference Bureau starting in 2026.

Ambassador Ibrahim Khraishi praised the move in an official statement, calling it "a firm and unambiguous response to the Israeli Knesset’s rejection of a Palestinian state."

"Some continue to reject fairness and persist in applying double standards, undermining the very principles of international legitimacy and justice," he added.

Khraishi also singled out Hungary as the sole opponent of the resolution, stating, "We are surprised by Hungary’s stance, especially considering it recognized the State of Palestine as far back as 1988."
The resolution received strong backing from the Arab Group, the Organization of Islamic Cooperation, and countries including France, China, Spain, and Switzerland. Both the Employers' and Workers' Groups endorsed the measure, highlighting its humanitarian importance and consistency with the ILO’s core values.

"This step is not merely symbolic," Khraishi emphasized, calling it "an integral part of the Palestinian people’s legitimate national and political struggle for justice, sovereignty, and self-determination."
