Kyrgyz Leader states public will choose on return of death penalty

(MENAFN) Kyrgyzstan’s President Sadyr Japarov announced that the decision to potentially reinstate capital punishment for crimes involving the rape and murder of women and children will rest with the nation’s citizens through a referendum, according to reports on Saturday.

In an interview with national media, Japarov stated that the move is being considered in response to an increase in violent offenses targeting women and minors. “The reasons are clear to everyone. We are seeing more cases of sexual assault against minors, not only in Kyrgyzstan but across the world,” he explained.

He clarified that the proposal is aimed solely at enhancing protections for vulnerable groups and dismissed any speculation that it was politically motivated. “We will not make such a decision unilaterally. We will certainly consult with the people,” he noted, assuring that the administration would act in accordance with constitutional processes.

Japarov mentioned that a preliminary draft titled On Amendments to Article 25 of the Constitution would first be subjected to public scrutiny before being submitted to the Constitutional Court. “This bill could be adopted by referendum. The issue will be decided only by a popular vote,” he added.

Should the public back the initiative, the succeeding legislative body would need to enact laws revoking Kyrgyzstan’s participation in international treaties banning the death penalty and adjust domestic legal codes accordingly, Japarov explained.

Calls for harsher punishment gained renewed momentum following the widely reported killing of 17-year-old Aisuluu Mukasheva in late September. The case stirred national outrage and renewed discussions about justice and security. Japarov said he had assumed direct oversight of the investigation and reaffirmed his commitment to bolstering safeguards for women and children.
